(No. 113.) (Telegraphic.) P. OPIUM. With reference to my telegram No. 110 of the 8th instant, I have the honour to report that I informed the Wai-wu Pu yesterday that I would accept no regulation which enforced additional duty in a treaty port on raw foreign opium. They promised to communicate this to the Viceroy, and to request him to send a report.

I had received a strong protest from the Governor of Hong Kong, whom I have now informed of my action.
